The Add Bill link is currently only accessible under the Tracker tab. It should be pinned/always visible at the top of the page regardless of which tab/view is active, so users can add a bill from anywhere without navigating to Tracker first.

Current: Add Bill only visible in Tracker tab
Expected: Add Bill link/button always accessible at top of the UI
